By feb 2008 I have completed 24 years of service.I am 54 years old .I am working as a SGT .My qualification is B.A,B.Ed.I was appointed in consolidated post in feb 1984 and it was regularised in 1985. But i did not take promotion during 2005.Now can the 24 year scale be implemented to me or not .From when can I take the 24 AAS increment ?

I have already taken 8,16 years AAS
